Requirements
- National Senior certificate, LLB (or as otherwise determined by the Minister of Justice and Constitutional Development). At least 8 years’ appropriate post qualification litigation/advisory experience. Admission as an Attorney or Advocate. A valid driver’s license.
Duties
- Drafting legislation for all client departments; Providing advice and legal opinions to the Office of the Premier and provincial government departments; Conduct the desktop analysis of legislation; Research and analyse constitutional court judgements and concurrent National Legislation to ensure that provincial legislation is aligned with national legislation and complies with the Constitutional Court judgements;
- Conduct research based on instructions received. Support client departments on policy formulation. Provide input on draft Bills; Render support with analyzing of draft Bills together with the client departments;
- Support the client departments in the public consultation on the proposed Bills; Support the client departments through the Executive Council processes for approval of the Bills; Assist with the translation of the Bills; Prepare the necessary documents for the submission of the Bills to the Legislature; Assist with the preparation for portfolio committee meetings;
- Support the legislature in public hearings on Bills. Manage area of responsibility: Supervise and co-ordinate the effective and efficient running and management of the Legislation directorate.
- Assist in the review of the Legislation directorate’s performance and make recommendations to improve the efficiency and effectiveness thereof. Report on the Legislation directorate’s information as required by internal and external stakeholders. Co-ordinate the effective and efficient running and management of the Legislation directorate.
- Develop and implement service delivery improvement programmes. Develop the implementation of the Legislation directorate’s Annual Operational Plans. Monitor and report on the implementation thereof monthly, quarterly and annually. Ensure that performance agreements and development plans are developed and implemented for all staff in the Legislation directorate within set timeframes.
