The Civilian Secretariat for Police Service (CSPS) is a South African government department providing civilian oversight of the South African Police Service (SAPS). It functions under the direction of the Minister of Police and is mandated to ensure the SAPS is accountable, transparent, effective, and professional. The CSPS is a designated national department, independent of the SAPS. It is headed by the Secretary for Police Service, who serves as the department’s accounting officer, adviser to the Minister on policing policy, and is accountable to both the Minister and Parliament.
The Civilian Secretariat for Police Service aims to strengthen accountability, oversight, and policy development within the South African Police Service.
