Job Purpose

  • A vancacy for a suitably qualified Compliance Manager became available in our KZN region.  The purpose of this role is to ensure BIL complies with all applicable legislation and other requirements, in respect of the handling and storage of hazardous chemical substances, and that best practice is implemented in all operations.

Qualifications & Experience

  • Chemical engineering degree or similar
  • SAMTRAC – is desireable
  • Environmental qualification

Desired Experience

  • Experience with laws and regulations applicable to the storage and transport of DG
  • Experience with EIA requirements
  • Experience with MHI requirements, engagements with local authorities, management of MHI sites
  • Experience in understanding the rists associated with various chemicals
  • Auditing experience would be beneficial
  • Experience with reviewing and interpreting SDSs

Key responsibilities

  • Ensure the effective management of Dangerous Goods throughout the business, in accordance with all laws and regulations.
  • Assist sites in ensuring all applicable permits / licences are in place for sites storing DG
  • Manage Responsible Care Compliance
  • Maintain the appropriate MHI registration for all applicable sites
  • Submit Annual Safety Reports for all MHI sites
  • Effective Management of the Emergency Response testing for all DG sites
  • Conduct audits against the applicable DG requirements, including SANS 10263, SANS 10231, Responsible Care/SQAS
  • Fullfll the requirements of the Responsible Care Management Representative
  • Ensure client sites are adhering to BIL and customer compliance requirements
  • Assisting sites with risk assessments, Libryo, MRP completions, internal and external compliance audits
  • Main activities of this role:Review SDS and provide recommendations for storage and transport to business.
  • Create and maintain a SDS database
  • Take over the DGSA Appointee responsibilities
  • Take over the RCMR appointee responsibilities
  • Manage the CAIA KPI submissions.
  • Conduct Process Safety Audits  Conduct SANS 10263 compliance audits on existing and potential sites
  • Assist sites with the EIA/MHI applications/permits/renewals.
  • Provide internal training to the sites on the safe handling, storage, and transportation of dangerous/hazardous goods.
  • Ensure that training programs cover topics such as chemical hazards, emergency response procedures, and the proper use of personal protective equipment (PPE). Include competency checks.
  • Review emergency response plans for incidents involving dangerous/hazardous goods, including spill containment and cleanup procedures.
  • Participate in site drills and provide executive feedback on effectiveness.
  • Conduct periodic reviews of storage volumes versus permissible volumes stored at sites.
  • Assist and support sites by reviewing current baseline risk assessments to identify potential hazards/aspects associated with the storage and handling of chemicals.   Implement control measures to mitigate risks and prevent accidents or spills.
  • Participate in all chemical-related workplace incident investigations to offer additional support/guidance. Share the learnings with business as best practice
  • Review the site’s training/competency records to ensure an appropriate level of training has been conducted for First Aiders, Firefighters, and Spill Responders.
  • Prepare annual safety reports for all MHI sites
  • Maintain appropriate MHI registration for all applicable DG Sites
  • Maintain a permit/license register fo all sites storing DG and assist sites in ensuring they are always compliant
  • Conduct SQAS Africa Internal Audits
  • Represent BIL at the SQAS Africa Auditor Forum
  • Compiling and maintaining a database of TREC Cards.

Skills & Competencies

  • Working knowledge of Hazardous Chemical Substances Regulations and other associated laws and regulations
  • Working knowledge of SANS 10234 (Globally Harmonized System of classification and labelling of chemicals (GHS))
  • Working knowledge of  SANS 10228 (The identification and classification of dangerous goods for transport by road and rail modes)
  • Working knowledge of  SANS 10231 (Transport of dangerous goods)
  • Working knowledge of  SANS 10263 (The warehousing of dangerous goods)
  • Working knowledge of  EIA and MHI requirements
  • Working knowledge of  SQAS
  • Working knowledge of ISO 9001, 14001 and 45001 standards
  • Working knowledge of applicable SHE legislature (OHSA, NEMA, Waste, etc)
  • Working knowledge of  RTMS
  • Working knowledge of SQAS, CDI, EIA, MHI, Responsible Care requirements
