JOB TITLE : MANAGER: SUPPLY CHAIN MANAGEMENT

SALARY RANGE : Total Annual Package (CTC) R1,121,277.00
LOCATION : ICASA (Head Office – Eco Park, Centurion)
POSITION STATUS : Permanent
Key Responsibilities
The successful candidate will report to the Chief Financial Officer, and their responsibilities will include:
- Managing Section Resources – Manage human resources through proper planning, work allocation, training and personal development plans
- Developing, Reviewing, and Maintaining Supply Chain Management Policy and Standard Operating Procedures – Ensure that stakeholders and employees are thoroughly conversant with the Supply Chain Management Policy to ensure compliance
- Providing Advice and Guidance to Stakeholders – Advise stakeholders on the appropriate processes and procedures to be employed
- Management of Procurement According to the Supply Chain Management Policy – Manage the tender invitation process in terms of the SCM Policy and procedures. Manage the request for quotation (RFQ) process in accordance with the SCM Policies and National Treasury Guidelines
- Overseeing the Administration of Contracts – Liaise with ICASA legal services to resolve contractual disputes and contract drafting matters
- Compliance to SCM Policies and Procedures – Ensure all procurement documentation complies with legislation and policy requirements
- Disposal Of Assets – Advise stakeholders on methods of disposals
- Developing, Reviewing and Maintaining the Travel and Subsistence Management Policy and Standard Operating Procedures – Ensure that stakeholders and employees are thoroughly conversant with the Travel and Subsistence Management Policy to ensure compliance
- Travel Management – Approve travel requirements based on the Travel Policy and National Treasury Guidelines
- Reporting On Performance – Submit weekly, monthly, quarterly and annual reports on supply chain and travel activities and the section’s performance as required.
Qualifications and Experience:
- A Degree/Advanced Diploma in Accounting or Supply Chain Management (NQF Level 7) Completed SAICA Articles and CTA will be advantageous
- A Postgraduate qualification in Accounting or Supply Chain Management (NQF Level 8) will be an added advantage
- 8 years’ work experience in Supply Chain Management and/or Financial Management in the Public Sector, of which 3 years must be at Managerial level in Supply Chain Management
- A proven track record/experience in engaging and managing various stakeholders; including but not limited to Governance Committees, EXCO, ARC and AGSA Knowledge and understanding of the Supply Chain Management Practices in National Treasury and National Government Organisations.
